Toby Mandel Hedger

oby Hedger is a climate policy professional with over two decades of experience spanning international negotiations, national climate action, and transparency, with a proven ability to build consensus among diverse stakeholders. Before joining The Resilience Collaborative, she served as Senior Transparency and Mitigation Officer at the U.S. Department of State, where she was the leading U.S. expert on climate reporting and transparency. She directed the development of the first U.S. Biennial Transparency Report under the Paris Agreement and played an instrumental role in finalizing the Paris Agreement Rulebook. She also designed and managed bilateral climate partnerships to strengthen climate ambition in Asia and the Pacific. Prior to the State Department, Hedger served as a Team Lead at the UN Climate Change Secretariat, where she developed global capacity building programs on climate reporting. She previously spent over a decade at ICF International, where she managed international climate programs, developed adaptation strategies for U.S. state and local governments, and built greenhouse gas accounting capacity in developing countries across three continents. She holds a B.A. from Colgate University and an M.S. in Environmental Science and Policy from Johns Hopkins University.
